The European Court of Human Rights (ECHR) is an international judicial body that examines applications alleging violations by Council of Europe member states of the Convention for the Protection of Human Rights and Fundamental Freedoms and its Protocols.
The European Court of Human Rights was established in 1959 and is located in Strasbourg, France.
Any individual, non-governmental organisation, or group of individuals who consider themselves victims of a violation by a Council of Europe member state of the rights set out in the European Convention on Human Rights may apply to the Court.
The time limit for applying to the ECHR is four months from the date of the final decision at the national level.
The respondent before the ECHR is always one of the Council of Europe member states, including Ukraine.
Unfortunately, according to the ECHR Annual Report for 2025, Ukraine ranked first in the number of violations of the European Convention on Human Rights. The Court delivered 164 judgments, and in 160 of them it found a violation of the Convention, which amounts to 97.6% of all judgments. In only 4 out of 164 judgments did the Court find no violation.
